Objectives

Over roll supervision to the Implementation of ITMIS for the Central Government and to provide policy level guidance and supervision for the implementation of Newcigas for Local Governance and Provincial Council

Responsibilities

1. To ensure smooth and rational rollout of ITMIS among the Central Government.

2. To ensure smooth and rational transformation of provincial council and local government accounting system into the NEWCIGAS

3. To ensure digitalization process facilitating to the road map for the government accounting system transformation from modified cash to modified accrual base

4. To ensure ability to compile the central government financial information with local governance and provincial governance to prepare the Republic Accounts for the Government of Sri Lanka

5. To facilitating the accounting system to fully adopting treasury accepted Sri Lankan Accounting Standard while accepting the international public sector improvements as much as possible.

6. To ensure all the computer applications sustainability.

7. To ensure data sustainability

8. Smooth change management for the entire government of Sri Lank

Functions

1. Planning and implementing the ITMIS roll out with the implementation stockholder of project.

2. Planning and implementing the NEWCIGAS roll out with the provincial council and local governance.

3. Directing and guiding to adopt the available feature and facility to configure ITMIS as per accepted transformation level of accounting standard for the government of Sri Lanka.

4. Maintaining the 100% similar chart of account structure to amalgamating of both chart of Accounts in ITMIS and NEWCIGAS.

5. Participating and organizing knowledge sharing event/ workshop to adopting the new trend and improvement in public sector financial management as well as ITMIS and NEWCIGAS.

6. Arrange and maintain the standard operation procedure for

• System source code backup for NEWCIGAS

• System version release

• System patch upgrade

• Data base back up

7. Maintaining and updating the reliable and accurate fully data base in the both system until get the policy decision to stop the NEWCIGAS.

8. Proper coordination among the Free Balance, training team, Helpdesk, N-Able Team, Treasury and all spending agencies.
