Government new Strategy to Resolve Issues in Projects (CRIP)

At present, approximately 300 large and mega scale development projects are implemented
annually by line ministries island wide. Delivery of project outputs by these projects to the
public “on time - on budget” is mostly obstruct by various challenges, implementation
bottlenecks and issues.

In order to ensure the smooth implementation and thereby results delivery as intended by the
government, a Committee to Resolve Issues in Projects (CRIP) had been set up.

The CRIP is chaired by the Hon State Minister of Finance, Capital Market and Public Enterprise
Reforms and other members are five senior secretaries representing subjects of Finance, Road,
Irrigation, Power and Environment. The Department of Project Management and Monitoring
(DPMM) is act as the Secretariat and mandated to bring project issues to the Committee for
solutions. It’s been given high power to resolve any issue taken by projects.

The Committee reviewed its portfolio at its first meeting held on 29.03.2021 and agreed for
followings;

     I. In order to carry out the workload efficiently, it was agreed that all the project issues
       should be discussed prior to table at the committee and then submit the decision for
       rectification
     II. Each Committee meeting one generic issue taken by projects will be discussed

So far, Committee met three times and reviewed 34 projects which had individual project
specific issues as well as following two generic issues;

    I. Land acquisition
    II. Valuation; and following decisions had been submitted to the Cabinet for
       rectification.

1. The estimated cost for land acquisition should be included to the project cost at its
conceptual stage

2. Service of Authorized Surveyors can be obtained to land surveying matters in
development projects

3. Revision of LARC and Super LARC guidelines should be undertaken immediately in order
to pay compensation directly to the occupants of lands come under the Buddhist
temples and shrines

4. Recruitment of valuation officers should be expedited. Hire valuvers on casual basis to
obtain their service for development projects
