Director General External Resources
Mr.R.M.S.P.S. Bandara
Mr. R.M.S.P.S. Bandara is a Special Grade officer of the Sri Lanka Planning Service and assumed duties as the Director General of the External Resources Department on November 11, 2024. He holds dual master’s degrees: a Master’s in Public Administration from Flinders University, Australia, and a Master’s in Financial Economics from the University of Colombo, along with a Postgraduate Diploma in Development Economics from the University of Colombo. He is also a B.Sc. (Hons) Mathematics graduate from the University of Kelaniya.
Mr. Bandara’s public service career began in 1998 as a teacher. He joined the Sri Lanka Planning Service (SLPS) in January 2002 as an Assistant Director at the National Budget Department. He subsequently held positions as Assistant Director and Deputy Director at the External Resources Department (2003–2013), Director of both the Public Enterprises and External Resources Departments (2013–2023), and Additional Director General of External Resources (2023).
In addition to his current role, he is a member of the board of directors of the Ceylon Petroleum Corporation, Sri Lanka Plantation Corporation, and the Sustainable Energy Authority. Mr. Bandara has also served as a Board Director in many state-owned enterprises.
