IMF Meeting (18th April)

මුදල් අමාත්‍ය ජනාධිපති නීතීඥ එම්.යූ.එම් අලි සබ්රි මහතා, ජාත්‍යන්තර මූල්‍ය අරමුදලේ (IMF) කළමනාකාර අධ්‍යක්ෂිකා Kristalina Georgieva මහත්මිය සමඟ අප්‍රේල් 18 වන දින වොෂින්ටන් හි IMF මූලස්ථානයේ දී හමු විය. ශ්‍රී ලංකාවේ මූල්‍ය අර්බුදය සමනය කිරීම සඳහා ගරු මුදල් අමාත්‍යවරයා විසින් දැනටමත් ගෙන ඇති පියවර පිළිබඳ ව ජාත්‍යන්තර මූල්‍ය අරමුදලේ පැසසුමට ලක් විය. ජාත්‍යන්තර මූල්‍ය අරමුදල ශ්‍රී ලංකාවට තම උපරිම සහයෝගය ලබා දෙන බවට සහතික වී ඇති අතර ශ්‍රී ලංකාව වෙත ලබා දෙන සහයෝගය ශක්තිමත් කිරීමේ ක්‍රියාවලිය කඩිනම් කිරීම සඳහා ධනාත්මක ප්‍රතිචාරයක් ද ලැබී තිබේ.

මුදල් අමාත්‍යවරයා IMF වෙතින් කඩිනම් මූල්‍ය සහනයක් ලෙස Rapid Financing Instrument (RFI) සඳහා ඉල්ලීමක් කර ඇති අතර IMF විසින් අමාත්‍යවරයා වෙත දන්වා ඇත්තේ RFI සඳහා ඉන්දියාව ද ශ්‍රී ලංකාව වෙනුවෙන් පෙනී සිටි බවයි. RFI නිකුත් කිරීම සඳහා අවශ්‍ය වන්නා වූ සම්මත නිර්නායකයන්ගෙන් බැහැරව වුව ද ඔවුන් විසින් එම විශේෂ ඉල්ලීම සලකා බලනු ඇති බව දන්වා තිබුණි.

ඉන්දීය මුදල් අමාත්‍ය නිර්මලා සීතාරාමන් සහ ඉහළ පෙළේ ඉන්දීය ආර්ථික දූත පිරිස අප්‍රේල් 18 වැනි දින වොෂින්ටන් හි IMF මූලස්ථානයේ දී මුදල් අමාත්‍ය අලි සබ්රි මහතා හමුවිය. ශ්‍රී ලංකාවට ඉදිරියට යාමට ඉන්දියාවෙන් උපරිම සහයෝගය ලබා දෙන බවට සීතාරාමන් මහත්මිය විසින් අමාත්‍ය අලි සබ්රි මහතාට සහතික වී ඇති අතර ශ්‍රී ලංකාවේ ආර්ථිකයේ සංවර්ධනය ශක්තිමත්කිරීමට සහ ජාතීන් එක් ව ඉදිරියට ගමන් කිරීමේ දී ශක්තිමත් බැඳීම් ගොඩනැගීමට ඉන්දියාව දක්වන කැපවීම පිළිබඳ ව අවධාරණය කර තිබේ. ජාත්‍යන්තර මූල්‍ය අරමුදල සමඟ ශ්‍රී ලංකාව සිදු කරන සාකච්ඡා සඳහා විශේෂයෙන් ම විස්තීරණ අරමුදල් පහසුකම් කඩිනම් කිරීම සඳහා කරන ලද විශේෂ ඉල්ලීම සම්බන්ධයෙන් ඉන්දියාව විසින් පූර්ණ සහාය ලබා දෙන බව ඉන්දීය මුදල් අමාත්‍යවරිය අලි සබ්රි අමාත්‍යවරයා වෙත තහවුරු කර ඇත.

අද (2022 අප්‍රේල් 19) තවත් සාකච්ඡා වට කිහිපයක් පැවැත්වීමට තවදුරටත් කටයුතු යොදා ඇත. මෙම රැස්වීම් සඳහා භාණ්ඩාගාර ලේකම් මහින්ද සිරිවර්ධන සහ මහ බැංකු අධිපති ආචාර්ය නන්දලාල් වීරසිංහ යන මහත්වරු ද සහභාගි වූහ.

Minister of Finance M.U.M Ali Sabry P.C, met with the Managing Director of International Monetary Fund (IMF) Kristalina Georgieva on the 18th of April at IMF Headquarters in Washington DC. The IMF has commended on the steps already taken by the Hon. Finance Minister to mitigate the financial situation in Sri Lanka. IMF has assured their fullest support to Sri Lanka and a positive response has also been received to expedite the process to strengthen the support extended towards Sri Lanka.

Minister of Finance has made a request for a Rapid Financing Instrument (RFI) with the IMF and IMF has subsequently informed Minister Sabry that India had also made representations on behalf of Sri Lanka for an RFI. It had been communicated that IMF Will consider the special request made despite it being outside of the standard circumstances for the issuance of an RFI.

The Finance Minister of India Nirmala Sitharaman and the top level Indian Economic delegation met with the Finance Minister Ali Sabry at the IMF Headquarters - Washington DC on 18th of April. Ms. Sitharaman has assured Minister Ali Sabry on India’s fullest support to Sri Lanka to move forward and has emphasized on India’s commitment to strengthen the development of the economy in Sri Lanka and building stronger bonds between the two Nations as they move forward together. Hon. Finance Minister of India has also affirmed to Minister Ali Sabry that India will fully support the deliberations of Sri Lanka with the IMF especially on the special request made for expediting an Extended Fund Facility. (EFF)

Further arrangements have been made to hold several more rounds of talks today (19th April 2022). Secretary to the Treasury Mr. Mahinda Siriwardana and Governor of the Central Bank Dr. Nandalal Weerasinghe also participated at these meetings.
